Aurion Capital Holdings signed a Memorandum of Understanding with the Gabonese Republic and the Société d’Énergie et d’Eau du Gabon (SEEG) on 8 September 2026. This agreement outlines a framework for major power expansion projects across the country. The partnership involves the state-owned utility provider SEEG to address infrastructure requirements. Officials from the Gabonese Republic and representatives from Aurion Capital Holdings finalized the document to initiate cooperation on energy development. The collaboration focuses on enhancing the capacity and reliability of power generation and distribution systems. Both parties intend to utilize the Memorandum of Understanding to coordinate future investment and technical planning for the energy sector.

Investment and Program Scope

Aurion Capital Holdings, the Gabonese Republic, and the Société d’Énergie et d’Eau du Gabon (SEEG) have structured the partnership to support a significant scale of capital expenditure. Total financing for the program is expected to exceed $1 billion. These funds will support the expansion of power generation and distribution systems nationwide. The financial commitment aims to address infrastructure requirements to improve the reliability of the grid throughout the country. Project administrators will manage the allocation of resources to meet the technical planning goals established in the memorandum. This investment framework provides the necessary capital to facilitate the transition toward enhanced energy capacity for both residential and industrial use.

National Energy Strategy Goals

The program aligns with the National Energy Compact published in June 2026, which targets 1,100 MW of installed capacity by 2030. This initiative mandates a total investment of $4.169 billion throughout the 2026–2030 period, with $2 billion of that amount expected to originate from the private sector.

Ali Diallo, Founder and Chief Executive Officer of Aurion Capital, stated: "Gabon is the starting point of Aurion Capital’s ambitions in Africa. We are bringing here what we have built elsewhere: a proven track record in investment fund management and public-private partnerships in the United States, and a footprint in the Gulf and Asia that gives us access to private, sovereign and industrial capital. Energy is the foundation of the continent’s sustainable development: without reliable and competitive power generation, no industrialization can take hold."

Economic data from 2025 indicates that bilateral non-oil trade between Gabon and the United Arab Emirates exceeded $320 million. Meanwhile, trade between Gabon and the United States reached nearly $750 million in goods during the same year.

Souleymane Diallo, President, Africa, of Aurion Capital, noted: "Gabon has the gas resources and the political will needed to transform its electricity supply. Aurion Capital is committed as sponsor of an integrated program, from upstream gas through to distribution. We are also assessing other investment opportunities in energy, mining and infrastructure across several African countries."

The Panthera Power program serves as a central component of this development, specifically aiming to develop 150 to 450 MW of electricity capacity in Greater Libreville. Project planners intend for these specific capacity goals to contribute directly to the broader national targets established in the 2026 compact. SEEG and its partners intend to monitor the progress of the Panthera Power program as part of the overall investment framework to ensure the expansion meets the specified technical requirements for the Greater Libreville region.
