The Embassy of the People’s Republic of China in Sierra Leone hosted a media briefing and exchange programme on Wednesday, 21 October 2026. Minister Counsellor Zhang Dianbin, Chargé d’Affaires ad interim of the Chinese Embassy in Sierra Leone, presided over the session to discuss development and mining cooperation. During the event, Minister Counsellor Zhang Dianbin stated, "The Global Development Initiative and other important proposals advanced by Chinese President Xi Jinping are deeply rooted in the longstanding friendship and cooperation between China and Africa." The briefing provided a platform for representatives of the Chinese Embassy to engage with local media stakeholders on existing partnerships between the two nations.

The event, which was presided over by Minister Counsellor Zhang Dianbin, Chargé d’Affaires ad interim of the Chinese Embassy in Sierra Leone, served as a formal venue for detailed policy discussions. The session allowed for a full exchange regarding the evolving nature of bilateral relations, particularly in the sectors of infrastructure, resource management, and economic policy. By facilitating direct dialogue between embassy officials and members of the local press, the organisers aimed to ensure that the objectives of Chinese-led development frameworks are clearly communicated to the Sierra Leonean public.

Global Development Initiative Milestones

Participants at the media briefing reviewed the fifth anniversary of the Global Development Initiative, a framework President Xi Jinping introduced in 2021. The discussion focused on the fifth anniversary of the Global Development Initiative (GDI), President Xi Jinping’s Four-Point Proposition on China–Africa Mining Cooperation, and four principles for resolving hotspot issues in Africa. The dialogue included an examination of President Xi Jinping’s Four-Point Proposition on China–Africa Mining Cooperation, alongside four principles for resolving hotspot issues in Africa.

The Global Development Initiative was introduced by President Xi Jinping in 2021 as a mechanism to foster international cooperation and support sustainable development across the African continent. This initiative has since become a cornerstone of the policy engagement between the two countries, guiding various collaborative efforts in mining and industrial growth. The inclusion of the Four-Point Proposition on China–Africa Mining Cooperation notes the specific interest in transforming how mineral resources are managed and leveraged for mutual economic benefit. The discussion regarding the four principles for resolving hotspot issues in Africa shows the commitment to regional stability as a prerequisite for long-term development and investment.

More than ten representatives from Sierra Leonean media institutions attended the event to engage with embassy staff on these policy frameworks. Attendees included personnel from A-Z Newspaper and The Calabash Newspaper. These media professionals participated in a question-and-answer segment designed to clarify the practical implications of the policy proposals for the local economy.

Amin Kef, Publisher and Managing Editor of The Calabash Newspaper, offered feedback on the future of the mining sector during the session. "Sierra Leone should move beyond exporting raw minerals by encouraging local processing, skills development, responsible investment and the establishment of industries capable of generating employment opportunities," he said. The contribution from the media representatives noted a growing interest in how the Global Development Initiative can be specifically tailored to support industrialization efforts within Sierra Leone, ensuring that the partnership produces tangible benefits for the local workforce and the domestic manufacturing sector.
