Director General of the National Communications Authority (NatCA), Amara Brewah, intensified the nationwide NIN–SIM integration campaign in Sierra Leone on 20 October 2026. This initiative requires mobile phone users to link their Subscriber Identity Module cards with their National Identification Number. The deadline for compliance with the NIN–SIM integration initiative is 1 November 2026. NatCA officials are working alongside the National Civil Registration Authority (NCRA) to ensure subscribers complete the registration process before the set date.

Objectives of the Integration

National Communications Authority officials state that the NIN–SIM integration initiative serves three primary objectives: strengthening cybersecurity, combating telecommunications-related fraud, and safeguarding national security. By linking individual identity numbers to telecommunications data, the government intends to establish a more verifiable digital environment for all users within Sierra Leone.

The mandate is designed to create a secure framework for digital interactions across the country. By ensuring that every Subscriber Identity Module card is tied to a verified National Identification Number, the National Communications Authority aims to reduce the prevalence of anonymous communications that have historically facilitated illicit activities. The initiative serves the specific goal of strengthening cybersecurity, while simultaneously providing the necessary tools to combat telecommunications-related fraud. The integration is intended to safeguard national security by providing law enforcement and regulatory bodies with accurate, verifiable data regarding mobile service usage.

NatCA currently manages the implementation of this campaign through partnerships with multiple stakeholders. These collaborators include the National Civil Registration Authority (NCRA), mobile network operators, government institutions, and various media organizations. Each participating entity is tasked with facilitating the registration process and disseminating information to the public to ensure compliance with the integration requirements.

The collaborative effort between the National Communications Authority and the National Civil Registration Authority (NCRA) is central to the operational success of the campaign. By aligning the databases of these two government institutions, the state can streamline the verification process for citizens. Mobile network operators have been instructed to integrate their internal systems with the national registry to expedite the linking process for their respective subscribers.

To ensure that the public is fully informed, the National Communications Authority is working closely with media organizations to broadcast the requirements of the campaign. These media organizations are responsible for circulating information regarding the 1 November 2026 deadline and providing guidance on how users can successfully link their identification numbers to their mobile accounts. Government institutions are also providing logistical support to ensure that the registration infrastructure remains accessible to the population. Through this multi-agency approach, the government aims to maximize the rate of compliance across all regions of Sierra Leone. The National Communications Authority continues to monitor the progress of this integration, ensuring that all mobile network operators adhere to the operational standards set for the registration period. As the deadline approaches, the National Communications Authority and its partners remain focused on the systematic completion of the NIN–SIM integration initiative.
